There is no absolute way we can guarantee that a hair will definitely be gone the first time we treat it with a burst of energy, no matter what name is applied to that burst of energy. Microflash or shortwave - same thing. You are getting thermolysis. The only difference is in the timing. We cannot see under the skin on a microscopic level to say, “Yup, that hair is a goner!” We can say that we have some observable clues that probably gives us a good feeling as to whether a hair was sufficiently treated, one being, the hair slides out with no traction after treatment. We do know that electrolysis works and is permanent as long as you stay on a schedule to get full clearances over 9-18 months, for most cases. For some cases it could be less time, for other, more challenging cases, it could be more time.
Does not matter if you go to a $60 electrologist or a $40 electrologist. Skill and very close to that, equipment is what matters. By what I have experienced, a Proteus epilator can kill hair just like an Apilus Platinum epilator can kill hair, however, there are big, big, differences between the two, which is not for discussing in this post.
Getting an epilator for yourself is not the answer. You can’t safely do your eyebrows or any facial area yourself, if that is what you are considering. You will damage your skin.
Just go to a professional electrologist, just as I would, if you need some hair removed. Pay the money and be done with this.

To be a good consumer, schedule a 15 or 30 minute appointment with each of these electrologists and have each treat one side - an area that you can see. Then, compare the skin reaction, the healing and what you see within the next 2 weeks as far as hair growth. If all things are equal, then you should be fine selecting the least expensive electrologist.
If you are wanting hair removal on your arms or legs (areas you could reach if you were to DIY) AND if you are wanting a career in electrolysis, then by all means go to school and learn the profession. You might be able to exchange treatments with colleagues if you are wanting facial areas done.
