It just means the hair is no longer in anagen (first) phase of growth and is in about to fall out on its own.
So, since those hairs are not in anagen, then they will be unaffected.
Would it make more sense to wax first and try to get the most hairs in anagen before the first treatment?

Yes.
Laser is attracted to pigment, so waxing prior to laser can be helpful if all the new hairs coming forth have big, black bulbs. If there are any white, red, brown bulbs, then LHR will not work for those colors, but electrolysis will.
