If you run a search on the forum you will find a number of sslhr’s posts, which explain why these type of devices would not be able to permanently reduce the hair.
In regards to removing the darker hair, if you have some individual ones and some not - the darker ones, as well as others, eventually will fall out when in the tellogen stage of growth until the next cycle. And if they are constantly being targetted with this mini thing it can give the appearance of reducing them.
If these things worked we all wouldn’t be paying thousands of pounds/dollars/euros etc. for professional treatment. They also claim permanency, yet no mention of them in any medical journal, neither governing body such as the FDA.

As a a bit of a add on, I visited the Rio website and looked at the clinical trials they had been using to promote there hair removal device. The 808nm Diode laser that were being used in those clinical trials are far from likely to be a Rio laser - the wavelength is the only thing that makes this similar to Grade IV medical lasers (the power for starters). There are many other variables such spot size, pulse and joules, each playing a vital part in whether the results a permanent or not.
