Quick question about hair under the skin

As I understand Laser can be used to treat ingrown hair, which is under the skin.But can it be done when the hair is in growing stage under the skin but not ingrown? I mean when only black dot is seen but the hair is still under the skin or when the pore is opened and the hair is about to come but still under. Or the hair must be out of the skin at least a few millimeters for the laser to actually affect on the hair?

As long as the hair is dark and in the active growing phase, the laser will treat it, regardless of length.

So I had started electrolysis in June and was keeping bi-weekly appointments but haven’t been back since mid-August. I had been getting mostly my chin treated and occasionally a few on my sides and ends of upper lip. I hate the discoloration I get from after-treatment! Anyway, I’ve been too busy to go back (she lives 30 mi away). Now my hair is growing back just as fast and coarse as before. I’ve also noticed alot of tiny little bumps all over the sides of my face. I think my electrologist had said these were ingrowns … ?? They don’t all necessarily look like they have black hairs underneath, but some do. You can’t really see these bumps if you stand right in front of me, but you can see them clearly from my profile or in the sun. It looks so bad. I’m PRETTY sure these are from electrolysis. Any way I can get rid of them??? I just want to have a clear smooth face <img src="/ubbthreads/images/graemlins/frown.gif" alt="" /> I guess I will resume my chin treatments when I get the chance…because when I was getting it done, it DID slow the growth.
