question about hair anatomy

i’ve been reading about hair anatomy in an encyclopedia and information there is a bit confusing. hair roots lie on the upper layer of the skin called epidermis or go deeper in the lower layer - called dermis - where collagen and fat is? i ask this because if hair roots go that deep where collagen and fat is found, then hair removal methods and especially laser/IPL could harm collagen and fat and cause skin sagging and wrinkles?

It depends on where on the body the hair is how deep the hair growth system goes.
