I have an opportunity to get one of these Quazar IPL-600 machines for about half the retail price. They retail at about $4000 USD. Do they work and are they safe ? Are they powerful enough to kill hair ?

(FYI I won’t be buying it from this company. I’ve heard some negative things from people who have bought stuff from them in the past.)
Spec summary:
180Jcm2 energy density at 100-800nm (broad based light) with a pulse duration of 0.1 seconds. Pulse frequency is user-adjustable from 1-10 emissions per second. Beam width appears ti be about 2 cm x about 0.5 cm.
This looks like it’s a lot more substantial machine than the cheaper/smaller Quazar systems.
Person who will use the machine is fairly light skinned (Type II) with dark hair. Girlfriend will use it for bikini & armpits. I will use it to kill the few sparse chest hairs that I have.
Would like to know if anyone has used one of these and what kind of results they had. Do the experts on this forum think it might have enough power to actually kill hair rather than just stun it and make it go dormant for a while ?
