Plucking's effect on laser

My laser technician told me that I should not pluck my hairs within 3 weeks of an appointment, because she needs as many hairs to be in their growth phase as possible.

Does this mean plucking a hair causes its growth phase to restart immediately?

Would plucking ALL the hairs, 3 weeks before a laser appointment, cause the maximum number of them to be in their growth phase on the day of the appointment, thus increasing the effectiveness of the treatment?

you cannot pluck at ALL throughout all of your treatments and also at least 4-6 weeks before your treatment. once you pluck, the hair might not go into the growth phase for another several months. you can tell what’s in the growth phase if you shave and the hair is actively growing in the next 1-3 days. please read the FAQs which explains this process:
