Well Ive been going to my elec for about 4 months and Im not seeing any results. Usually go in twice a month for an hour on my neck/collarbone area (male). We’re just working on a small area, about a couple of square inches on my neck and upper shoulder. She clears the area and I get regrowth before 2 weeks, not sure if this is normal. Probably going to need to find a new elec. I will try to post pics soon. I know I need to do some more research but can someone point me in the right direction.
Were you removing the hair in any way (waxing/LHR) prior to commencing electrolysis treatment? This could account for the ongoing regrowth.

Do you feel any pulling of the hair? Has she shown you the hair structures after they are treated? Ask to see the structures. You should see hair with bulbs at the end and you should feel no pulling. Has this area been cleared every time?
Four months is not a lot of time. The first six months are the hardest. If people are going to complain that this is not working, it is usually around that four month mark, but things start to turn the corner for the better at the 6 month mark if you are dedicated to a proper schedule.
I don’t know what is going on in your case. It is best to ask your electrologist. The more detail you offer here the better we can help you, but your electrologist should be given a fair shake to answer your concerns first and foremost.
