It’s a little hard to tell, but it appears to be dark, fine, and dense. Regardless of how dark or dense it is, this hair needs to be coarse (like underarm hair or lower leg hair) in order to qualify for laser. Laser companies will tell you it just needs to be dark, but unfortunately if you treat fine hair with a laser, a not-uncommon side effect is induced growth. This is a risk in the areas where the hair is sparse as well (near your shoulder area). It’s especially risky for you because the male upper back and shoulders are the most common area for this side effect.
There may be a couple patches that would respond well to laser if they are coarse enough (hard for me to tell in the photo,sorry) but you would need be sure the laser tech stayed away from all the rest of the areas to avoid induced growth.
LAgirl has good advice: If it leaves a visible shadow of stubble even after it is freshly shaved, then it’s probably coarse enough. Stay away from any patches that don’t.
Personally, I would do electrolysis.
