I am new to this forum, I found it in search for some answers on lasers… I hope someone could help me…
Well, first I am kinda confused about hot and cold lasers… is there such thing and what is the difference? Then, I would like to know, in your own opinion, which do you think is a good laser to start with (business)? And last but not least, how and/or where could I find out about NY state regulations etc for laser hair removal…?

All lasers work by producing light and heat, so there isn’t really such a thing as a “cold” laser.
You might be thinking of the chill-tip on some lasers, which supposedly cools the skin right before the laser pulse. My laser practitioner uses a Lightsheer Diode laser, which does have a chill-tip, but it’s not very noticable to me. Ice packs are the way to go. 
Sorry I have no recommendations but I would choose one who uses a Coherent Lightsheer Diode laser. Use the guide on the main hairfacts site.
