It depends whether you are zapping the area again within a few seconds or a few minutes.

The thermal relaxation time (how long it takes for 50% of the heat to dissipate for coarse hair is somewhere on the order of about 50 milliseconds). It is even shorter for finer hair. So unless the pulses are delivered within milliseconds of each other they would not be cumulative. But no laser operates at that frequency.
So the answer is no.
