Long pulse lasers against subcutaneous hair?

I read at a homepage of a doctor who also does laser hair removal that he only uses long pulsed diode lasers because they are the safest and the best. He also said that if you want to destroy hair which is UNDER the skin and which isn’t growing yet but which is still there then you need a very long pulsed laser. Have you ever heard about this? If this is true then it would be a huge advantage if you could actually kill dormant hair under the skin.
He said that an alexandrite laser is not able to do this.

this “doctor” is advertising his business. you have to take these comments with a grain of salt as they’re not unbiased.

first of all, all hair removal lasers are long-pulsed, including alexandrites. and all three, alex, diodes and Yags, destroy hair under the skin in the same manner. the difference is depth of penetration which makes a difference when the skin color is not necessarily very light. diodes and Yags were created to treat darker skin types, because effective settings on an alex would burn darker skins. that still means alex is most effective (in good hands, with good settings and technique). all it means is that one has to use less optimal lasers for darker skins to avoid burning them. this is explained in the FAQs on this site.
