How will i know if she's good enough?

So my 14 year old daughter had her second appointment yesterday with a only electrologist that i could find in our great big city of Phoenix. I have consultation scheduled for next week with one more, but for now, this is a scoop on the current electrologist:

Her diploma is from 1995,she wears no gloves while she is working, she is painfully slow, i can see my bank account rolling deep down in red entire time while she is working on my daughter. She keeps icing her upper lip, then she puts ice down, then needle goes in, Fisher beeps twice, then she tackles the hair she worked on, and so on…
She asked Bianca to cut her hairs down because that will make things easier on her, so she did, and now they are so painfully short that i can not tell if she has any less than she had on friday. I’ve been going to electrolysis for about 13 months, and never got asked to cut or shave, so i found this weird.
I asked my daughter if she feels them being plucked, she said no or very rarely she will feel slight tug , but nothing like plucking. her upper lip is painful for about an hour, but day later she will have red scabs forming, and they are very very noticeable.She also said that she can feel needle go in, but i i am not sure to what extent, until i make one appointment for myself.One thing i am unsure about is if needles are being reused or what, i am about to email her with that question as well. I called quite a few electrologists in Phoenix who said that they are reusing needles, which made my jaw drop to the floor.
Our current electrologist has a home office which looks very much as a regular business, but on both times i haven’t met anyone finishing their appointment and leaving before us. Also, the questionnaire and the client form we filled, didn’t get read by her prior to working on Bianca.
There is a buzzer going inside my head, but before i start looking elsewhere, i have to make sure i am right. Or hopefully wrong.When i compare her to great Ruthanne Cruz who doesn’t practice anymore, she doesn’t climb anywhere near to her.
