How long to wait for treatment after hair visibly begins growing?

I have had about 7 upper body treatments with the Candela GenleLase Plus laser over the past 2.5 years. I am now to the point where I want to treat parts of the upper body when I see hair growing as opposed to the entire upper body ever set number of weeks. How long should I wait for a treatment after I visibly see a good amount of hair growing in a particulat spot? I want to ensure that I give the hair enough time to be in a full growth stage.

Early anagen is the best time to remove hair, which is beginning of growth stage. I would suggest a treatment as soon as most or all of the hair appears.
