How long should hair optimally be before treatment

I’m getting IPL treatments and have been instructed to shave areas to be treated before coming in and that without this the skin can get burned due to the hairs being burned above the skin. Previously, when getting actual laser a year ago, I heard that a short length is advantageous because it is gives an extra boost to the zap like a fuse or a firecracker.

Do you always want closely shaved hair before IPL and does the desirable hair length vary between IPL and actual laser?

Is there any advantage to shaving one or two days in advance to allow for a little bit of hair growth before IPL treatment?

The laser will be able to see the hair in the follicle fine. The hair sitting above the skin will HURT you, because the laser is attracted to the pigment. That sort of heat above your skin is painful. I’m guessing the previous place told you to leave a short length so THEY could see where the hair was. This is not useful for you at all.
