Electrolysis works completely differently by removing each hair on its own. It doesn’t matter what color it is. Only laser works by targeting the dark pigment.

No, most home machines are not very effective and can’t be used to treat a lot of hair. Also, if you’re not a professional, it’s pretty hard to make correct incisions without scarring yourself on your own.
