hair no more

I just used sticky thighs that andrea mentioned in the waxing forum and it seems to be working good, I will update if anything happens, but I’m still intrigued about hair no more.
I don’t want to waste 50 bucks on it and be jipped but I’m convinced that it won’t work. For hair to be even remotely close to being permanently removed, it first has to be removed from the root right? The hair no more product has a cream type lotion that you spread on which gets rid of the hair, then you spray something on it and it supposedly stops the hair growth.
Can someone reassure me that hair can’t be removed like this or tell me if my thinking is wrong?
