There are basically two schools in California. The L.A. “based” Dectro school and the school in Monterey. With the Dectro school, you get “Dectro,” with the Monterey school you (mostly) get blend.
An objective way to check the relative quality of instruction is to check CA State records (public) that will give you the numbers of students from each school that passed or failed the State electrology exam. Most likely the EAC (California Association) would also have these statistics. (I have never checked these data myself.)
Coming from another country, you should also check living expenses in each locality (this is not standard throughout the State). Also check to see if either school offers preliminary on-line materials (a great idea in my opinion.) I think one of the schools has this in operation, and this could reduce your time needed at the physical location.
(I’m working right now with a person that will be starting a school in another country … WOW she’s a “firecracker” and will be doing a GREAT job! I’m really impressed! The “new generation” is “coming on strong!”)
