Where can I find a TG friendly electrologist in ND?
There are 8 electrologists listed in North Dakota on the American Electrology Association’s website. I don 't know if they are TG friendly or not.
Laura’s Playground has none listed, but you can check out this great website anyway.

I have looked at Laura for one but did not find any. I definately want a TG friendly one, as this just happens to be in the bible belt.

Of course, that is so understandable. Maybe you could e-mail Jennifer_Monica at Laura’s Playground and ask her what’s up with the North Dakota listing. There are electrologists there and many would be curious to know if she tried to contact them regarding their TG friendliness. If she did not get responses from them to be added to her website, then maybe they are not TG friendly? She would know what gives with North and South Dakota, as both are devoid of any listings. By the way, many people love the Bible and are nowhere near judgemental of any human being as they are frequently profiled to be. I believe Jesus said He welcomes all.

The listings on Laura’s are only as good as what people
have contributed.
I listed one from my locale on her site, but unfortunately
it’s not ND.
Truthfully though most electrologists deal with trans people
and don’t have issues with them.
I started with mine prior to transition and then came out
to her before I went full time. She was pretty supportive
about it and had no reservations about continuing treatment.
I consider her a good friend now.
If you have a local group that deals with TS, CD’s or whatever
you may want to try asking them since they would have a better
idea on local resources.

In my case and in the case of other electrologists, we were contacted by Monica per e-mail and she asked us if we work on TG clients and if so, she asked our permission to be listed on her website. We were asked to write something as well. I believe this all happened less than two years ago and Monica keeps it updated, at least I think she is doing the updating as opposed to someone else?
The number of TG friendly electrolysis providers DOES vary according to location. It was not that long ago that I was looked askance at conventions when people would say, “You do THAT kind of work?”
Of course, I seem to have managed to change a few minds on more than just willingness to work with the TG community since then. 
My advise is to call around and see if anyone even does it in this area, and if not, look into your options as it would regard to travel. If you have someone who can do full clearnces, you would only need to see them once every 6 to 8 weeks anyway.
